PROCEDURE FOR BIS REGISTRATION

Licensing Process

In the licensing process, the following steps need to take-

There will be application submission

Then the BIS Officer will go for a preliminary Inspection

After the Inspection, the samples will be tested

After completing all the evaluation, the final result will be derived

Surveillance Process

After the Inspection Process, here is a process called the surveillance process in which the complete survey is conducted of the factory. The following are the steps taken for the surveillance process-

The Inspecting authority will visit the factory and testify it.

After the testing, the samples were taken.

The samples will be sent to the Independent labs.

The test report will brief the complaint or give feedback on the investigation.

The performance review report will be ready.
After the report, the license is granted

DOCUMENT REQUIRED FOR BIS REGISTRATION

Required Document List for BIS Registration is divided into the following steps:
Firstly, you need to provide a sample(s) along with the Technical Information of the Product for the lab test. It’s all about construction / structural details of the product like –

  • PCB Layout
  • Schematic Diagram
  • User Manual
  • Main Application Form V -(Basic details of factory & product category)Download Application-Form-V
  • ISI Application Fee (Copy of Remittance / Payment Advice)
  • Copy of Test Report done within a month by the internal laboratory (Indicating conformance of the product to relevant Indian Standard
  • Address Proof of the Manufacturing Unit (Factory License / Tax Registration copy mentioning the scope as the manufacturer)
  • Trade Mark Registration, if available (TM Registration copy)
  • Certificate from concerned regulatory agencies for manufacturing (If there is any)
  • Drawing of the product (As applicable)
  • Present Installed Capacity (Manufacturing)
  • Raw Material Details (Name of component used – the name of supplier – quality certification of the component)
  • Details of Machines (Name of the machine – make – capacity – number/quantity)
  • Layout plan of the factory (Floor & technical)
  • Details of Manufacturing Process (Process flow chart along with outsourcing details, if any)
  • Nature of packing (Size/quantity of packaging, storage facility)
  • Details of Test Equipment – Name of equipment – Size – Quantity – Calibration Status & Date)
  • Details of QC (Quality Control) Staff – (Name of person, qualification, designation, year of experience)
  • Method of disposal of substandard product – (After manufacturing)
  • Organizational Chart of Factory – (Management list with name & designation in chart format)
  • Location Map of Factory – (With indicating the distance from Airport & City Centre)

Secondly, you need to provide the Factory Documents & Information to complete the BIS Application Form & Process. It’s all about basic information about the manufacturing unit like –

  • Legal Address Proof of Factory (Manufacturing License Copy)
  • Trade Mark Registration Copy (Brand Name Registration)
  • IS 9001 Certificate Copy (if the certificate is not available, then Organizational Chart of Factory (Top Management + QA Team), List of Machinery and List of Equipment (QA))
  • Documents of Authorized Indian Representative (AIR), in case of foreign manufacturer

VALIDITY FOR BIS CERTIFICATE REGISTRATION

The BIS registration will be valid for two years and can be renewed if the product and the standard are not changed.

TIMELINE

Average time taken for grant of licence under option-2 is generally one month and under option-1 four months from the date of receipt of complete application and its recording. It
may vary for reasons like delay in response to queries raised, if any; organizing inspection(s); sample deposition, and fee dues, etc.

    For obtaining a BIS license, the manufacturer must have requisite manufacturing infrastructure, appropriate process controls, quality control, and testing capabilities for the product as per relevant Indian Standard (ISS). The product shall also conform to all requirements laid down in the ISS.

    The Bureau grants the licence based on a successful assessment of the manufacturing infrastructure, process controls, quality control and testing capabilities of the manufacturer through a visit to its manufacturing premises. Conformity of the product to the relevant standard(s) is also established through third-party laboratory testing or testing in the manufacturing premises or a combination of both.
