For obtaining a BIS license, the manufacturer must have requisite manufacturing infrastructure, appropriate process controls, quality control, and testing capabilities for the product as per relevant Indian Standard (ISS). The product shall also conform to all requirements laid down in the ISS.

The Bureau grants the licence based on a successful assessment of the manufacturing infrastructure, process controls, quality control and testing capabilities of the manufacturer through a visit to its manufacturing premises.
