INTRODUCTION

Central Ground Water Board (CGWB), a subordinate office of the Ministry of Water Resources, Government of India, is the National Apex Agency entrusted with the responsibilities of providing scientific inputs for management, exploration, monitoring, assessment, augmentation, and regulation of groundwater resources of the country. Central Ground Water Board was established in 1970 by renaming the Exploratory Tube wells Organization under the Ministry of Agriculture, Government of India. It was merged with the Ground Water Wing of the Geological Survey of India during 1972.

Central Ground Water Board is a multi-disciplinary scientific organization consisting of Hydrogeologists, Geophysicists, Chemists, Hydrologists, Hydrometeorologists, and Engineers and has its headquarters at BHUJAL BHAWAN, NH 4, Faridabad, Haryana. It is headed by the Chairman and has four main wings, namely (i) Sustainable Management & Liaison (SML), (ii) Survey, Assessment & Monitoring (SAM), (iii) Exploratory Drilling & Materials Management (ED&MM) and (iv) Water Quality & Training and Technology Transfer (WQ&TT). Each wing is headed by a Member. The administrative & financial matters of the Board are being dealt with by the Director (Administration) and Finance & Accounts Officer (FAO) respectively. The Board has 18 Regional offices, each headed by a Regional Director, supported by 17 Engineering Divisions and 11 State Unit Offices for undertaking various field activities. The Rajiv Gandhi National Ground Water Training & Research Institute (RGNGT&RI), which coordinates the capacity building activities of the Board functions from the CGWB, Raipur. Various activities related to the regulation of groundwater development in the country are being looked after by the Central Ground Water Authority (CGWA), constituted under the Environmental (Protection) Act, 1986.

Two categories fall under CGWB:

Bore work permit

A bore work permit can allow you to do the following:

  • Drill and construct a new or replacement bore
  • Remove, replace, alter, slot or repair the casing, lining or screen of the bore
  • Alter or deepen a bore
  • decommission, plug, backfill or seal off a bore.

When u need a permit

You need a permit to construct or do work on a water bore in water control districts in the Northern Territory (NT).

Is there some exceptions, read the below ‘when you don’t need a permit’ before you apply.

When you don’t need a permit

You don’t need a permit if you are in a water control district and:

  • You will be cleaning out a bore (airlifting)
  • The bore or proposed bore is not more than three meters deep
  • The bore is outside of a water control district
  • The bore is constructed or used (including to supply water) for the purposes of:
    1. Laying water supply or sewerage pipes or other pipes and cables associated with water, gas or electricity supplies or telephonic or electronic communications.
    2. Carrying out site investigations for or constructing, the foundations of a building, road or cutting
    3. Extracting water from the area occupied by the foundations of a building, road, or cutting.
    4. Locating materials necessary for the construction of a road or earthen structure
    5. A drain under the control of a public authority.

Fill in the application

New construction

If you are applying to drill and construct a new bore you will need to attach a scaled map to your application that shows:

  • The proposed location of your bore
  • Key landmarks
  • A North point.

Existing bores

You will need to include your bore number on the application. This starts with ‘RN’ and should be displayed on your bore.

To find your RN number go the know your bore page on the Department of Environment and Natural Resources website. You can search using your address.

Submit your application to Water Resources.

Applications will take up to two weeks to process.

APPLY FOR WATER EXTRACTION LICENSE
Introduction

You may need a licence to take or use surface water or groundwater in the Northern Territory.

This guide has information on how to apply for a surface water extraction licence and a groundwater extraction licence.

When you need a water extraction license

A water extraction licence lets you take or use water using a bore or river pump system.
Water licences are not attached to land, although the licence does state what property the water is to be used on.

When you don’t need a water license

You don’t need a water licence if you are using the water for any of the following uses:

  • Stock and domestic
  • Road construction and/or maintenance.

In Alice Springs and Daly/Roper River water control districts you don’t need a groundwater extraction licence if you are using less than 5 megalitres of groundwater on your property each year.

When you need a water licencse

You need a water license for any of the following:

  • If you do not have direct access to the water source
  • If you are in a water control district.

  • A water licence is usually granted for 10 years, but longer-term licences can be approved in special circumstances
  • It can take at least three to four months to process your application for a new or increased licence
  • If your application is refused you can appeal a water licence decision.

You will need to attach all of the following to your application form:

  • A map with the location of existing or proposed bores, the location where the water is to be used, the method and route of moving the water and the lands in the immediate area – this includes lot, portion, section, lease numbers and boundaries
  • A property development plan.
