INTRODUCTION

PESO & EXPLOSIVE LICENSE

Petroleum and Explosives Safety Organisation (PESO) is a Government Organization created To regulate and monitor the manufacture, import, export, transport, possession, sale and use of explosives, petroleum products, and compressed gases as envisaged under the Explosives Act 1884 and Petroleum Act 1934.

PESO provides approval / licenses under various Acts/Rules for Explosive/ Petroleum/ Inflammable for various premises/units/ vehicles.

For getting an Explosive License, 2 applications have to be made

1. Application for Approval
2. Grant of License

DOCUMENT REQUIRED

Documents required for Application for Approval

  • Form No IX duly signed by Authorized Person
  • D/D of Rs 400/- in the name of THE CHIEF CONTROLLER OF EXPLOSIVE, payable at Mumbai in case of ground Tank and Nagpur in case of Overhead tank.
  • 4 Copies of Plant Layout, Elevation Construction Details, and Details of a tank site plan of 100 Mtrs & some notes.
  • The establishment will get the Approval for Explosive License.

Documents required for Grant of License

  • Form No.IX Dully Filled and Signed by the Employer.
  • Rs.______ /-D.D (@ Rs 1000/- for 50 kilo litre Per year)
  • 4Copies of Plant Layout as above
  • NOC From Collector / Dist Authority
  • Factory Regn. Copy. (SSI or LSI)
  • Memorandum of Articles/ Partnership Deed)
  • Project Report
  • Some Photograph of Plant tank area Etc
  • Tank Testing Certificate from Charter Engineer
  • NOC from the supplier of the Petroleum Product
WORK FLOW
Process for PESO approval

The PESO certification process comprises the following steps:

  • Preparation of the application documents
  • Tests for type approval (in India or locally by the customer)
  • Document review
  • Issue of the PESO certificate
  • Issue of the license to the Authorized Indian Representative (AIR)

After the license is issued, the product can be imported. The authority usually accepts internationally recognized test reports such as IECEx or ATEX. If you do not have these test reports, the products must be tested in India in any case.

PESO Certificate Validity

A PESO certificate is valid for 2 years and must be renewed after that. PESO licences for static pressure vessels can be applied for for a maximum of 3 years and must then be renewed. Any modification to a machine or pressure vessel must be submitted for inspection.

    As with several of the other Indian certifications, a foreign company that wants to import its products into India needs a local agent in India (an Authorized Indian Representative – AIR) to apply for and maintain PESO approval. Furthermore, you can only submit such an application once you have a confirmed order.

    Ideally, certification can be obtained within a quarter year. However, hardly any project corresponds to the ideal case, because both the novelty of the submitted test reports and the completeness of the documents are points where mistakes can easily occur. It is therefore important to ensure that all documents are clean and up-to-date in order to limit queries from the authorities, which can be very lengthy. Please also note that the authority sometimes has very little time to correct documents, so that in extreme cases the process will have to be restarted.
