INTRODUCTION

Experimental licence means a licence issued by the Central Government for a type of warless telegraph transmitting and/or receiving stations in the Experimental Service. Wireless telegraphy or radio-telegraphy includes wireless telephony or radio-telephony.

The necessity for a licence. – No person shall operate an experimental wireless telegraph station except under and in accordance with the terms and conditions of the appropriate licence under these rules.

Categories of experimental licences. – There shall be two categories of licences in the Experimental Service, namely :

(i) Experimental Wireless Telegraphy Station Licence-Radiating.
(ii) Experimental Wireless Telegraphy Station Licence-Non-Radiating

Purpose: R&D, Experimentation

Applicable to: Indian Entities involved in R&D, Incubation, manufacturing, testing, TSPs, and Academia

License Fee: Rs. 5000/- per license per spectrum band

Period: Up to Two years subject to truncation to prevent interference to licensed operations. Restricted power levels, coordination, relocation of the test site may be tried to complete the test.

Spectrum: AII bands Including new, unallocated, unallotted, unassigned, unsold, unused bands and others as may be feasible enabling International market access opportunities for Indian entities.

Mode: application on the WPC portal or through application process till the portal gets developed.

TIMELINE

8 weeks from the date of receipt of application and de facto approval if no communication is received within the period indicating non-feasibility.
Documents Required
For general case:
  • Covering Letter with filled Application Form
  • Brief description of the experimentation/testing with setup diagram
  • Technical literature/specification of the equipment used in the experiment.
  • Online Registration
  • An application containing the above in quadruplicate with completely filled Annexure-A & B in all respects
  • The applicant should hold a valid DPL/NDPL otherwise has to apply for the same.
After fulfillment of above conditions, WPC issues the Letter of Intent (LOI).Then the Decisionletterisissued to the applicant after fulfillment of following
  • Covering Letter (Request Letter)
  • Payment of License fee and royalty (if applicable).
  • Copy of Letter of Intent (LOI)
For the case of Service, maintenance:
  • Covering Letter with filled Application Form
  • Technical literature/specification of the equipment being used in the servicing.
  • Online Registration
  • An application containing the above in quadruplicate with completely filled Annexure-A & B in all respects
  • The applicant should hold a valid DPL/NDPL otherwise has to apply for the same.
After fulfillment of above conditions, WPC issues the Decision Letter. Then the License isissued to the applicant after fulfillment of following
  • Covering Letter (Request Letter)
  • Copy of Decision Letter I AIP copy
  • Invoice of equipment
  • Copy of SACFA clearance wherever it is applicable
  • Copy of Import License if Import
